China-Israel Technology Innovation Intellectual Property Exchange Platform is established on the basis of State Intellectual Property Operation Public Service Platform Financial Innovation (Hengqin) Pilot Platform (also called HIPEX, National Intellectual Property Exchange). This platform is operated along with China-Israel Science and Technology Innovation Investment Conference, which aims to facilitate a normalized China-Israel Science and Technology Innovation Technology Transaction Cooperation Mechanism. Hengqin International Intellectual Property Exchange Center is responsible for the development and operation of this transaction platform with a domain name of www.cnilex.com.

The platform presents content in three languages: Chinese, English and Hebrew. The main functions include: Chinese-Israeli technological innovation information, technology projects transfer, intellectual property assets transactions, intellectual property services, intellectual property financial services, big data services, policy push, etc. It can provide intellectual property cross-border asset transactions, service transactions, IP pledge financing and other international operations. The platform operation adopts a membership system, which integrates high-quality intellectual property service resources between China and Israel and establishes a three-dimensional full-process platform that integrates intellectual property applications, assessment, early warning, analysis, and rights protection.

The platform introduces Israeli companies, universities, research institutions, and intellectual property service agencies, which provides high-quality intellectual property assets. It aims to attract Guangdong, Hong Kong, and Macao’s financial investors, industrial investors, companies, and intellectual property transaction agencies as buyers to promote intellectual property assets transaction and technology transfer. It also aims to attract Israel’s intellectual property agencies and agents on the platform to become members and provide them relevant intellectual property services to realize the internalization of intellectual property assets transactions and intellectual property services.
